In file-based environments that works out of the box; complex systems need dedicated access capabilities. Whatever the environment, the agent also needs project- and framework-specific context, so it understands the thing in front of it rather than guessing from what it remembers of its training data. The transport is incidental: an MCP server, a language server or a CLI answer the same question, and what differs between them is how much of the real thing the agent can see. Typed `skill` rather than `mcp-server` or `package`: what a reader installs is a Claude Code plugin of three `SKILL.md` directories, and the tool surface it brings belongs to [arc-1](artifact:arc-mcp-arc-1), which serves MCP — one artifact_type per entry (hard rule 9), the same shape [ARC-1 Skills](artifact:arc-mcp-arc-1-skills) takes beside that server. It answers [agent access to your code](capability:agent-code-access) through the five `Custom_*` tools and [agent guidance](capability:agent-guidance) through the three skills, and states the standard-abap flavor by its requirements, which rule out the two public-cloud ABAP targets by name.
